Lettera del Governatore Settembre 2021

Carissime amiche ed amici,

il mese di settembre per il Rotary è dedicato all’alfabetizzazione e all’educazione di base.

Quest’anno tali temi hanno nel programma delle attività distrettuali un posto di riguardo. Infatti, l’alfabetizzazione e l’educazione di base costituiscono la terza macroarea all’interno della programmazione distrettuale (la prima è il rispetto dell’ambiente, la seconda è la salvaguardia della salute).  Con ciò si vuol dire che si tratta di una problematica che il nostro Distretto quest’anno ha posto al centro delle proprie iniziative progettuali.

Tuttavia, va precisato che l’alfabetizzazione si può declinare in diversi modi: quello più immediato è costituito dalla alfabetizzazione linguistica, ma ne esistono in senso traslato anche altri che rimandano   ad altri ambiti come la digitalizzazione, i diritti di cittadinanza, la storia del nostro Paese, …

Per quanto concerne l’alfabetizzazione in senso stretto, abbiamo due tipi di situazione diversi: da un lato, si pone l’esigenza di fornire un primo strumento linguistico a coloro che vengono nel nostro Paese o per sfuggire a guerre sanguinosissime o per scappare da luoghi nei quali per fame si rischia di morire; dall’altro, esiste un problema linguistico nel nostro Paese a prescindere dalla questione immigrati. Infatti, c’è tutta una fascia di popolazione che ha abbandonato gli studi, mal fatti, dopo gli anni trascorsi nella scuola dell’obbligo e che dopo tanto tempo, è tornata a un sostanziale analfabetismo. Magari costoro riescono a parlare per farsi capire, ma non sono più in grado di scrivere alcunché, e quindi possono essere considerati “analfabeti di ritorno”. Durante i lavori dell’Assemblea di formazione abbiamo avuto come ospite il prof. Francesco Sabatini, il decano dei linguisti italiani, nonché presidente emerito dell’Accademia della Crusca, che ha sottolineato la drammaticità di tale situazione.

Allora, care amiche ed amici rotariani, se tutto ciò è vero, com’è vero, è di fondamentale importanza  pensare alla istituzione di “corsi dedicati”: da un lato, ci rivolgeremo a coloro che arrivano nel nostro Paese senza alcuna conoscenza della nostra lingua, per rendere possibile l’acquisizione dei primi rudimenti dell’italiano (al riguardo è  sufficiente l’acquisizione di un lessico veramente di base, costituito da 250/ 300 vocaboli e la conoscenza di alcuni verbi fra i più frequenti nell’uso vivo della lingua con le loro coniugazioni ) al fine di consentire a chi sbarca nella nostra terra di “capire e farsi capire”; d’altro canto, invece, è opportuno pensare a vere e proprie scuole per reinserire fra gli alfabetizzati  coloro che si sono drammaticamente allontanati dall’uso, soprattutto scritto, della nostra lingua.

Ma, come si diceva in precedenza, la parola “alfabetizzazione” ha anche un significato più ampio nella misura in cui significa essenzialmente “avviamento alla comprensione di un linguaggio particolare, tecnico, settoriale, proprio di una particolare disciplina o tecnologia”.

In tal senso la parola può essere adoperata in ambiti assai diversi. In primo luogo, io ritengo che si possa parlare optimo iure di alfabetizzazione digitale, di alfabetizzazione rotariana, di alfabetizzazione ai diritti di cittadinanza, di alfabetizzazione ambientale e così via.

Per quanto concerne l’alfabetizzazione digitale, va subito detto che la pandemia ci ha costretti ad utilizzare piattaforme digitali per salvare la comunicazione e le attività sia all’interno dei singoli club sia all’interno dell’intero Distretto. Tuttavia, si è registrata talvolta anche una certa difficoltà da parte di alcuni soci a collegarsi correttamente per seguire le diverse manifestazioni. Pertanto, quest’anno è in fase di progettazione un breve corso di formazione digitale, tenuto da esperti del settore, che potrà risultare oltremodo utile a tutti coloro che vorranno acquisire una maggiore padronanza con l’uso del mezzo digitale.

Ma questa lettera mi è utile, al di là dell’illustrazione del tema del mese, per sottolineare come per la prima volta tutti i Distretti italiani abbiano, con una voce sola e univoca, manifestato la determinazione di “fare qualcosa” per la situazione drammatica che in questi giorni si sta determinando in Afghanistan. Al riguardo abbiamo sottoscritto un documento comune ed inviato una lettera al nostro Presidente del Consiglio Mario Draghi per dichiararci pronti ad intervenite con appropriate azioni umanitarie, nei tempi e nei termini che il Governo ci vorrà comunicare a tempo debito.

Ci è parso doveroso che il Rotary d’Italia nel suo complesso si sentisse impegnato anche in questa attività di service che fino a poco tempo fa non sembrava così incombente.  Naturalmente tutti voi sarete informati dell’evoluzione che gli eventi prenderanno.

Nel chiudere questa lettera, colgo l’occasione per ribadire che i due progetti sull’ambiente, “piantumazione di alberi” ed “S.O.S. api” stanno riscuotendo un successo clamoroso, che va oltre le più rosee previsioni e di questo impegno vorrei ringraziarvi tutti, in primis, i presidenti dei club, che hanno colto immediatamente l’importanza di questi due progetti proposti dal Distretto.

Dear Friends,

The month of September, for Rotary, is dedicated to literacy and basic education.

In this  year, these issues have a place of respect in the program of the District Activity In fact literacy and basic education form the third macro-area inside the District Program ( the first one is the respect of environment, the second is the safeguarding health).

With this, we want to say that it is a problem that, during this year, our District placed at the center of its project initiatives. However it shoul be specified that literacy can be declined in different ways: the most immediate is linguistic literacy, but others exist in a translated sense that refer to other areas such as digitization, citizenship  rights andthe history of our country.

With regard to literacy strictly speaking, we have two different types of situation: from one side the need to offer a first linguistic tool to those who come in our country or to escape bloody wars or to escape from places where they run the risk to starve; from the other side a linguistic problem exists in our country, regardless of the question of immigrants.

In fact there is a population range that has abandoned  poor studies, after years passed in the compulsory school and that, after many years, went back to a substantial illiteracy.

Maybe they can talk to make themselves understood,  but they cannot write , and for this reason they can be considered return illiterates.

During the work of the Training Assembly, we had as a guest Prof. Francesco Sabatini, the Dean of the Italian Linguists, and the President Emeritus of the Crusca Academy, who has underlined the dramatic nature of this situation.

Then dear Rotarian Friends, if all this is true, as it is true, it is of fundamental importance to think about the establishment of  “dedicated courses”: from one side we would address those who arrive in our country without any knowledge of our language, to make possible the acquisition of the first rudiments of Italian ( it is sufficient to learn the very basic elements, constituted by 250/300 words and the knowledge of some of the most frequent verbs of the language and their conjugation) so to allow those who come to our country “to under stand and make themselves understood”; from the other side it is worth thinking of real schools to reinsert among the literates those who move away from linguistic usage, especially written.     

But as said before, the word “literacy” has also a wider meaning in the measure in whichit essentially means “introduction to the understanding of a particular language, that is tecnichal, sectoral, specific to a particular discipline or technology”.

In this sense, the word can be used in different fields. First I think that we can speak optimo iure of digital literacy, Rotarian literacy, literacy to the citizenship rights, of environmental literacy and so on.

As regards digital literacy , we must say that pandemic obliged us to use digital platforms to save communication and activities either inside clubs or in the all District.

Nevertheless, we sometimes have noticed a certain difficulty from some members to connect and follow the many different manifestantions.

For this reason, this year it is in the planning stage a short course of digital training, done from experts in this field, that could be extremely useful to those who would like to master the digital medium.

But this letter is useful for me, beyond the theme of the month, to underline how , for the very first time, all the Italian Districts have espressed with one voice the determination “to do something”for the dramatic situation that during these days Afghanistan is living

.

We have subscribed a common document and sent a letter to our Prime Minister Mario Draghi to declare ourselves ready to intervene with appropriate humanitarian actions, in the times and in the ways that our Government will take communication.

It seemed right to me that the Italian Rotary felt engaged also in this activityof service that, until recently did not seem so looming.

Of course you all will be informed of the evolution of the future events.

In closing this letter, I take the chance to reiterate that the two projects on the environment, “trees planting” and “SOS bees” are collecting a resounding success, that goes beyond the more optimistic forecasts, and of this commitment I would like to thank you all, in primis the presidents of our clubs, who immediately grasp the importance of this two  District projects.
